Governance

This section provides a comprehensive overview of the Noderr Protocol's governance framework. Governance is fully on-chain. Upgrade and admin authority over the core contracts is held by a 2-of-3 Gnosis Safe (0x62c12b8b…) operating through a MultiSigTimelock (0x0400bF…, 7-day standard delay), which serves as DEFAULT_ADMIN and UPGRADER of the core protocol contracts.

Separately, the on-chain GovernanceManager contract handles community protocol governance — node and oracle election plus protocol parameter votes. It is not the admin authority over the core contracts; those upgrades are gated by the Safe-behind-timelock model above.

The GovernanceManager operates through two chambers: an Oracle Chamber (strategy and treasury oversight) and a Guardian Chamber (security oversight). Headline on-chain parameters are: proposals require ≥70% TrustFingerprint to submit, a 10% quorum, 60% standard approval, and a 66% Oracle supermajority for major decisions such as treasury and capital deployment, allocations above $100K or 5% of AUM, and strategy approval. Node admission is permissionless self-registration via the NodeAdmissionController.
